Open ai isn't generating what I request it do

I type instructions and scene beat and ask open ai gpt to write 200 words for me but instead it will write me 26 words and is not like my instructions is not sufficient enough

My instructions words at time can be 50 or 70 words and in return open ai will generate and write me 27 words or 30 words even smaller than my scene beat instructions

Ams the worst is my open router will bill me for this while open ai gpt isn't given me what I request for .

And it all open ai gpt model ( 5.4,5.2,5.1) those in general purposes option

Is it only me or it's general
