I think that the Personas could/would (and can) function like the Skills in Claude.ai, but the Persona form doesn't really lend itself to being able to build it out with the supporting reference docs that tend to be included in a Skill. Can adjustments be made to how Personas are packaged so that we can build them out like a Claude Skill a bit more easily?
